Step 2: To a saucepan, add the vegetable oil and onions. Saute over medium heat for about 2 minutes until the onions are translucent. Then, add the carrots and saute for another 3 to 4 minutes or until tender.

Step 3: To the pan, add the garlic along with the ginger, and chilli flakes. Stir and continue to cook for a minute or two more.

Step 4: Now, add the soy sauce followed by the vinegar, sesame oil, black pepper, brown sugar, and sesame seeds. Stir until mixed into the rest of the ingredients.

Step 5: Decrease the heat and simmer until the sauce has slightly thickened.

Step 6: In a deep skillet, add 2 to 3 cups of vegetable oil. Bring the oil to optimum frying temperature. Shake off the excess starch from the beef before adding to the hot oil. Fry each beef piece for about 3 to 4 minutes until crispy. Transfer the beef on paper towels to drain.

Step 7: With the sauce mixture, toss the fried beef. Serve right away garnished with some green onions. Enjoy!
